Amends Connecticut General Statutes Title 17b to create the "Fairness for Families Act" governing Medicaid eligibility and reimbursement determinations.

Requires the Department of Social Services to pay family caregivers at the same Medicaid reimbursement rate as private providers.

Mandates equalization of eligibility and reimbursement formulas between home care and institutional care services.

Prohibits penalizing Medicaid applicants who were unaware of certain assets at the time of application by treating undiscovered assets as unavailable until the discovery date for purposes of establishing Medicaid penalty period start dates.
