• Establishes unannounced compliance checks by the Commissioner of Mental Health and Addiction Services using persons aged 16-20 to attempt purchases, with violations referred to the Commissioner of Revenue Services.

• Requires businesses with multiple violations to complete online prevention education programs and face escalating penalties including license suspension or revocation.
