Commissioner of Developmental Services must develop a strategic plan to reduce wait times for services to persons with intellectual disability, with recommendations submitted to the Public Health Committee by January 1, 2022.

Commissioner of Developmental Services must notify persons with intellectual disability or their legal representatives before their eligibility for state-assisted care ends, effective October 1, 2021.

Commissioner of Social Services may contract with hospitals and nonprofit organizations to provide social services and referrals to frequent hospital users, including emergency department patients, with payment rates established to ensure cost neutrality, effective October 1, 2021.

Task force established to study the Department of Developmental Services' level of need assessment system, with eight members appointed by legislative leaders and the Commissioner, required to submit findings and recommendations by January 1, 2022.
