Sets the default date for biennial municipal elections to the Tuesday after the first Monday of November in odd-numbered years, effective January 1, 2022.

Allows municipalities to hold elections on the first Monday of May in odd-numbered years only if the legislative body approves by a two-thirds vote.

Permits municipalities that currently hold May elections to switch to November elections by majority vote of the legislative body.

Extends the terms of elected officials whose terms would expire before the next regular election to align with the new election date.

Establishes transition procedures for municipal offices and rotating boards to accommodate changes in election dates, with official term adjustments of no more than nine months.
