Requires vehicle operators to stop at least 10 feet from frozen dessert trucks displaying flashing red lights and extending stop and crossing arms, then proceed at no more than 5 miles per hour while yielding to pedestrians crossing the highway.

Mandates frozen dessert trucks be equipped by May 1, 2022 with flashing red signal lamps (5-7 inches diameter, visible 500 feet away), a stop signal arm with specific dimensions and "STOP/IF SAFE/THEN GO" markings, a convex front mirror, and a front crossing arm (4-6 feet extension, 16-20 inches above street).

Prohibits frozen dessert truck operators from stopping to vend on highways with speed limits over 25 mph, within 100 feet of intersections with 25+ mph speed limits, within 500 feet of schools during school hours, or to persons standing in the highway; local authorities may authorize vending on up to 35 mph highways.

Establishes violations as infractions with warnings through September 30, 2021, then fines of up to $100 for first offense and up to $500 for subsequent offenses starting October 1, 2021.

Requires the Commissioner of Motor Vehicles to publish safety information on frozen dessert trucks by July 1, 2021 and mandates links to this information on frozen dessert truck permits and frozen dessert manufacturer licenses by July 15, 2021.
