Authorizes the Commissioner of Economic and Community Development to designate one new enterprise zone in the Town of Plymouth, effective July 1, 2021

Plymouth must meet specific demographic criteria: population between 12,200-12,300, total area not more than 22.34 square miles, and population density not more than 559.3 persons per square mile (based on 2010 census)

The enterprise zone must consist of two contiguous U.S. census tracts or portions thereof, with at least part of the area zoned for commercial or industrial activity

Census tracts in the new Plymouth enterprise zone are exempt from the standard eligibility criteria normally required for enterprise zone designation

Municipalities that were not classified as distressed municipalities under section 32-9p as of February 1, 1986, remain eligible to designate enterprise zones under this provision
