Requires the Office of Higher Education, Department of Education, and Commission on Women Children, Seniors, Equity and Opportunity to jointly market the minority teacher recruitment program.

Mandates the Office of Higher Education and Department of Education to establish a minority teacher mentorship program serving students and current teachers.

Requires the Office of Higher Education, Department of Education, and Connecticut Higher Education Supplemental Loan Authority to jointly create a student loan forgiveness program for minority teachers employed in school districts designated by the Department of Education.
