Extends the validity period for Occupational Safety and Health Administration (OSHA) training certificates from five years to ten years before the commencement date of public works projects.

Requires ten-hour construction safety and health courses to comply with federal OSHA Training Institute standards, Federal Mine Safety and Health Administration standards, or 29 CFR 1910.268 as appropriate.

Allows supplemental refresher training courses to satisfy requirements by including updates of revised OSHA standards and reviews of required construction hazards training, with a five-year validity period.

Requires the Labor Commissioner to accept OSHA Training Institute completion cards or other appropriate proof of compliance as sufficient documentation for public works project eligibility.

Takes effect October 1, 2021 and amends section 31-53b(c) of Connecticut General Statutes.
