Authorizes the Commissioner of Developmental Services, in consultation with the Commissioner of Social Services, to develop a universal assessment system for programs serving persons with intellectual disability or developmental disabilities.

Establishes an advisory committee to determine the level of needs of persons receiving services from such programs.

Requires the advisory committee to meet and make recommendations for at least three years after development of the universal assessment system.

Mandates that all advisory committee meetings, agendas, and minutes be posted on the Department of Developmental Services' Internet website.

Requires the advisory committee to include members with intellectual disability and developmental disabilities, families of such persons (including families of persons with high-level needs), service providers, and advocates.
