Updates the composition of the state planning commission effective July 1, 2019, maintaining existing ex-officio members and 17 appointed members from municipalities, education, labor, and private sectors.

Modifies grant award procedures for protected open space and watershed land acquisition grants, requiring the Commissioner of Energy and Environmental Protection to make decisions at least semiannually and allowing up to 5% of funds for administrative expenses.

Changes terminology throughout multiple statutes from "state plan for conservation and development" to "state plan of conservation and development" for consistency.

Allows municipalities adjacent to Superfund Priority List sites to upgrade minimum water main sizes for fire flow or public water supply needs while only paying incremental costs, with potential funding from water companies or local/state/federal sources.

Revises floodplain exemption procedures to require commissioner notice and public comment periods before approving, conditioning, or denying state agency exemption applications, with public hearing rights upon petition.

All sections effective October 1, 2021.
