Repeals and replaces Section 8-19a of the general statutes to allow municipalities to appoint or elect alternate members to planning commissions through local ordinance.

Alternate members must be electors and have full powers and duties of regular planning commission members when seated.

Removes the previous prohibition preventing alternate members from serving on the zoning commission or zoning board of appeals.

Requires any alternate member who currently or previously served on the zoning commission or zoning board of appeals to recuse themselves from appeals involving decisions in which they participated.

Takes effect October 1, 2021 and received joint favorable recommendation from the Planning and Development Committee.
