The Bolton Lakes Regional Water Pollution Control Authority was established on April 23, 2003, by concurrent ordinances of Bolton and Vernon towns pursuant to general statutes sections 22a-500 to 22a-519.

The bill authorizes the authority's board of directors to expand the wastewater system into the town of Coventry, notwithstanding existing state regulations and local ordinances.

The board may take any action it deems necessary to implement the expansion of the wastewater system into Coventry.

The expansion authority overrides conflicting provisions in state environmental protection regulations and ordinances adopted by Bolton, Vernon, Manchester, and Coventry.
