Department of Energy and Environmental Protection shall establish and administer an annual program providing free swimming lessons to children under age 18 during summer months, effective July 1, 2021.

Program shall operate at not fewer than eight state parks, with priority given to parks that have appropriate facilities and are located in municipalities lacking free public swimming lessons.

Department may contract with nonprofit entities that provide swimming lessons and water safety skills instruction to administer the program.

Department may accept gifts, grants, and donations from public or private sources to fund and establish the program, operating within available appropriations.
