Defines "child care services" as care for children under 13 years old for whom the candidate is parent or legal guardian, necessary due to campaign activity, effective July 1, 2021.

Requires the State Elections Enforcement Commission to adopt regulations permitting expenditures for child care services by participating candidates in the Citizens' Election Program on or after July 1, 2021.

Permits child care service expenditures up to the amount of qualifying contributions allowed under section 9-704, provided they comply with adopted regulations.

Allows candidates to pay child care costs from personal funds without seeking reimbursement from their campaign committee, and such expenses do not count toward personal fund limits ($20,000 for Governor, $10,000 for statewide offices, $2,000 for state senator, $1,000 for state representative).

Establishes that child care service compensation must be reasonable and customary, and adds child care services to the list of permissible campaign committee expenses.
