Establishes a state-funded pilot program allowing up to 100 persons with disabilities ages 18-64 to receive home care services previously limited to the elderly.

Restricts eligibility to individuals who are inappropriately institutionalized or at risk of institutionalization and whose assets do not exceed the state-funded home care program for the elderly asset limits.

Excludes individuals eligible for medical assistance under section 17b-261 or Medicaid waivers pursuant to 42 USC 1396n from the pilot program.

Allows the Commissioner of Social Services discretion to provide disability-specific services necessary to help participants avoid institutionalization, in addition to standard elderly home care services.

Takes effect upon passage and amends section 17b-617(a) of the general statutes.
