Amends section 17a-112 of the general statutes to require the Commissioner of Children and Families and Commissioner of Correction to jointly collect and publish aggregate data on parental rights terminations.

Requires data collection on incarcerated parents named in termination of parental rights petitions and children in foster care due to such terminations.

Mandates statistical analysis comparing the likelihood of parental rights termination for incarcerated parents versus non-incarcerated parents.

Requires collection of data on residential placement types for children of incarcerated parents, consent rates, and reasons for consent including whether attributable to incarceration.

Requires collection of demographic data about persons whose parental rights are terminated.
