Postpones the effective date of police use-of-force provisions (section 53a-22) from April 1, 2021 to October 1, 2022, and removes de-escalation requirements from that section

Restores "threatened infliction" of serious injury language and adds "dangerous instrument" alongside "deadly weapon" in use-of-force statutes; adopts the Graham v. O'Connor reasonableness standard

Repeals limits on consent searches during motor vehicle stops and replaces "unreasonable, excessive or illegal use of force" with "criminal use of force" in relevant statutes

Allows governmental immunity as a defense in civil liability cases except where an officer acts with extreme indifference to human life, with effective date changed to July 1, 2023

Removes Commission on Accreditation for Law Enforcement Agencies certification requirement and prohibits penalizing officers solely based on mental health assessment results
