Allows the Commissioner of Social Services to provide Medicaid payment for eligible home care services retroactive to not more than three months before the date an individual applied for Medicaid, to the extent permitted under 42 CFR 435.915.

Requires individuals otherwise eligible for home care services to apply for medical assistance benefits when requested by the department and accept such benefits if determined eligible.

Disqualifies Medicaid applicants who transferred assets for less than fair market value within 60 months before applying from receiving retroactive medical assistance payments.

Requires the commissioner to impose a penalty period in accordance with 42 USC 1396p(c)(1)(D)(ii) for applicants who made improper asset transfers.

Takes effect July 1, 2021 and amends section 17b-342(h) of the general statutes.
