State Elections Enforcement Commission must return non-qualifying contributions submitted by candidate committee treasurers as part of Citizens' Election Program grant applications, and treasurers must refund such contributions to the original contributors.

Commission must dismiss or issue a decision on any election-related complaint prior to the day of the election.

For fiscal year ending June 30, 2022, no General Fund appropriation may be made to the Citizens' Election Fund until all outstanding reports required by law are submitted by the commission to intended recipients.

State Elections Enforcement Commission shall be placed within the Office of State Ethics.

Secretary of the State must establish and implement audit procedures for statements signed by electors who do not present certain preprinted forms of identification at polling places, and candidate committee treasurers may accept contributions through mobile applications.
