Independent institutions of higher education must establish training policies for new governing board members covering financial management, legal and fiduciary responsibilities, and accreditation standards, with completion required within the first year of joining.

Public institutions (Board of Regents and University of Connecticut Board of Trustees) must adopt comprehensive training policies for new board members covering 15 topics including accounting standards, Freedom of Information Act, ethics, budgeting, student issues, and infrastructure oversight, completed within the first year.

Both independent and public institutions must post their board training policies and summaries of training received on their websites by January 1, 2022.

Board of Regents authority to merge or close institutions changed from direct action to recommendations requiring a two-thirds board vote and approval by majority vote of both General Assembly houses within one year, or deemed approved if legislature fails to act.

Central office of Connecticut State Colleges and Universities added to budget and operational fund provisions previously covering only Connecticut State University System, regional community-technical colleges, and Charter Oak State College.
