Increases the participant limit for group fishing events from 50 to 100 persons per event, while maintaining the 50-event maximum per calendar year for tax-exempt 501(c)(3) organizations.

Allows group fishing licenses for tax-exempt organizations to conduct events for veterans with disabilities, individuals receiving mental health or addiction services, persons with intellectual or developmental disabilities, those with autism spectrum disorder, and children in state care.

Requires organizations to submit event reports within 10 days detailing participant numbers, hours fished, species caught, and species not released.

Prohibits organizations from charging participant fees or using group fishing events as fundraising activities.

Eliminates the closed season for sport fishing of trout while preserving the Department of Energy and Environmental Protection's authority to regulate fishing methods and manner of take.
