State Building Inspector and Codes and Standards Committee, with approval from Commissioner of Administrative Services, must establish a certification program for independent inspection firms to perform State Building Code inspections for submission to local building officials, effective October 1, 2021

Inspectors employed by independent inspection firms must hold a license or certificate under section 29-262 of the general statutes to apply for certification

Program must establish certification criteria including duties, responsibilities, qualifications, and insurance requirements, and permit the State Building Inspector to conduct administrative oversight and audits of certified firms

Commissioner of Administrative Services may charge a reasonable application fee but may waive it for firms that demonstrate financial inability to pay

Representatives of organized labor and impacted industries must be consulted when establishing the certification program
