Eliminates registration certificate fees (up to $25 maximum) for qualifying patients who are veterans under Connecticut's medical marijuana program, effective October 1, 2021.

Exempts veterans from administrative fees charged by the Commissioner of Consumer Protection to offset costs of administering the medical marijuana program under sections 21a-408 to 21a-408n.

Defines veterans eligible for fee waivers according to section 27-103 of the general statutes.

Requires all registration and administrative fees collected from non-veteran qualifying patients to be paid to the State Treasurer and credited to the General Fund.

Amends sections 21a-408d(a) and 21a-408m(b) of the general statutes, effective October 1, 2021.
