Establishes fixed prices for municipal purchase of electric utility infrastructure: $100,000 for substations and $500 for utility poles, effective July 1, 2021.

Modifies Section 7-226 of Connecticut General Statutes to create exceptions to fair market value pricing requirements for substations and utility poles while maintaining fair market value pricing for other plant assets.

Allows municipalities that own or operate electricity plants to establish and operate community antenna television systems for residents within their franchise areas.

Permits municipalities to require that purchased plants or property be transferred free and clear of mortgages or liens, unless the Superior Court's special commission determines otherwise.

Applies to towns, cities, and boroughs purchasing gas or electricity generation and distribution plants, structures, and related equipment for municipal and residential use.
