Extends the Connecticut Port Authority's annual reporting deadline from January 1, 2017 to January 1, 2022, with reports continuing annually thereafter.

Requires the Port Authority board of directors to submit reports to the Governor and the joint standing committee on transportation in accordance with section 11-4a of the general statutes.

Specifies four required report components: (1) summary of the authority's activities, (2) list of projects supporting state maritime policies and commerce, (3) recommendations for improvements to maritime policies and programs, and (4) recommendations for legislation to promote the authority's purpose.

Takes effect July 1, 2021 and amends section 15-31a(o) of the general statutes.
