Establishes an independent Office of the Department of Children and Families Ombudsman within the Office of Governmental Accountability, effective July 1, 2021.

Ombudsman office receives, investigates, and makes recommendations for resolving complaints regarding services rendered by the Department of Children and Families or contracted public or private agencies providing child welfare services.

Director is appointed by the Governor and must maintain records of all complaints, investigations, findings, and recommendations sent to the Commissioner of Children and Families, with records available to the Office of the Child Advocate upon request.

Integrates the new Ombudsman office into the Office of Governmental Accountability alongside other offices including the Judicial Review Council, Child Advocate, and Victim Advocate.

Ensures the Ombudsman office retains independent decision-making authority over budgetary and staffing decisions related to its statutory duties.
