Substitute Bill No. 882 Summary

• Establishes Connecticut greenhouse gas emission reduction targets: 45% below 2001 levels by January 1, 2030, and 80% below 2001 levels by January 1, 2050, with a new requirement of zero emissions from electricity supplied to customers by January 1, 2040.

• Requires landlords to provide "Home Energy Labels" (using DOE Home Energy Score, Home Energy Rating System Index Score, or ENERGY STAR Score) for rental units listed publicly, unless rent includes all utility costs, effective October 1, 2021.

• Allows landlords to comply with labeling requirements by providing 12-month energy consumption data and costs instead of formal labels.

• Permits tenants to deduct one month's rent if landlords fail to comply with labeling requirements, and authorizes municipalities to impose civil penalties up to $500 for first violations and $1,000 for subsequent violations.

• Enables residential property owners to voluntarily provide Home Energy Labels or 12-month energy consumption data when properties are listed for sale, effective October 1, 2021, with utility companies required to provide this data free of charge.
