Public Act No. 21-50 Summary

• Authorizes the manufacture, sale and distribution of alcohol-infused confections containing no more than one-half of one percent alcohol by weight, subject to regulations adopted by the commissioner.

• Permits on-premises alcoholic beverage establishments to use self-pour automated systems for dispensing beer, cider not exceeding six percent alcohol by volume, and wine to authorized employees or verified customers age 21+, with maximum serving sizes of 32 ounces for beer/cider and 10 ounces for wine before card reactivation required.

• Requires the Liquor Control Commission to study the potential impact of extending alcoholic liquor service hours at gaming and other establishments within 50 miles of state borders, with findings due to the General Assembly by January 1, 2022.

• Allows a backer of a grocery store beer permit to also be a backer of a restaurant permit, provided the restaurant premises do not abut or share the same space as the grocery store beer permit premises.

• Expands permitted items package stores may sell to include alcohol-infused confections approved by the commissioner, maintaining annual permit fee of $535.
