Establishes the Employment Security Division as a Labor Department division administered by a full-time, salaried executive director in the classified service, subject to Governor and Secretary of Office of Policy and Management approval for appointment and compensation.

Authorizes the Employment Security Division to purchase supply items and equipment directly from the General Services Administration or other federal agencies, bypassing standard state procurement requirements under chapter 50.

Increases compensation for State Board of Mediation and Arbitration panel members from $150 to $325 per day for proceedings beyond the first day, effective July 1, 2021.

Increases compensation for panel members who prepare written decisions by an additional $500, and increases executive panel session compensation from $150 to $200 per member.

Requires written decisions to be signed within 15 days and filed with the town clerk and provided to parties; oral decisions must be transcribed and approved by the panel within 15 days.
