Labor Commissioner appoints a 10-member Neutral Arbitrator Selection Committee with five members representing employee interests and five representing municipal employer interests, with one municipal representative from the Connecticut Conference of Municipalities.

All committee members must be Connecticut residents and serve four-year terms, with arbitrators removable for good cause.

Selection committee appoints a panel of at least 20 neutral arbitrators who are state residents and represent the public interest, serving two-year terms.

Panel members are selected by not less than seven affirmative votes of the selection committee, changing from the previous requirement of a unanimous vote.

Effective date is October 1, 2021.
