Commissioner of Social Services must amend the state plan for the Children's Health Insurance Program (CHIP) within thirty days to provide medical assistance for prenatal care through the "unborn child option" under Title XXI of the Social Security Act.

"Unborn child option" allows states to consider an unborn child a low-income child eligible for prenatal care coverage if other CHIP eligibility conditions are met.

Newborn children meeting HUSKY B eligibility criteria become eligible for benefits retroactive to their date of birth if an application is filed within thirty days.

Uninsured children born in hospitals in Connecticut or border state hospitals must be expedited enrolled in HUSKY B if the parent or caretaker relative resides in Connecticut and authorizes enrollment.

The Commissioner must pay any premium costs for households for the first four months of coverage for expedited-enrolled children.
