SB 912 - Fatherhood Initiatives Funding and Oversight

• Establishes the Office of the Connecticut Fatherhood Initiative within the Department of Social Services to promote responsible father involvement with children, particularly those eligible for Temporary Assistance for Needy Families.

• Creates a CFI Council comprised of 27+ members including state agency commissioners, judicial officials, workforce representatives, and appointed experts to oversee and approve the initiative's strategic plan.

• Authorizes the Commissioner of Social Services to apply for and award federal and private grants to organizations providing employment training, parenting and financial literacy classes, and support services for low-income fathers.

• Requires grant recipients to implement accountability measures, leverage existing resources through community partnerships, and address domestic violence issues in their programs.

• Mandates annual reporting to the General Assembly by December 1st beginning in 2021 on the grant program's effectiveness in achieving Connecticut Fatherhood Initiative objectives; repeals prior statute section 17b-27a.
