Commissioner of Energy and Environmental Protection must submit a report to the General Assembly's environment committee by January 15, 2022

Report must account for all positions (permanent, temporary, part-time, full-time) funded by the Passport to the Parks account

Report must assess how 2022 retirements will impact department program viability, functioning, efficacy, and efficiency by comparing projected post-2022 staffing levels to the five-year average for each employee class

Assessment must identify agency functions, responsibilities, or enforcement activities eliminated or reduced during the preceding five years due to personnel reductions over the preceding ten years

Assessment must describe new programs or responsibilities from 2021-2022 legislative sessions and the personnel needed to implement them
