Establishes a working group to study the effects of the equalization aid grant formula (Connecticut General Statutes section 10-262h) on small towns and rural towns.

Working group shall review the formula's effect on state education fund distribution to small and rural towns and assess how the phase-in of funding levels affects funding predictability and sustainability.

Working group membership consists of 12 members: two from Connecticut Association of Boards of Education, two from Connecticut Association of Public School Superintendents, two from Connecticut Education Association, two from American Federation of Teachers-Connecticut, two from Connecticut Council of Small Towns, and the Commissioner of Education (or designee who serves as chair).

All designations must be made within 30 days of the effective date, with the first meeting held within 60 days of the effective date.

Working group shall submit findings and recommendations to the joint standing committee on education by January 1, 2022, and shall terminate on the date of submission or January 1, 2022, whichever is later.
