Raised Bill No. 960 - Summary

• Establishes a pretrial alcohol intervention program with a 12-session alcohol education component or substance use treatment program of at least 15 sessions, replacing the previous 10 and 15-session programs

• Increases application fee to $100, evaluation fee to $150, and program fees to $500 for alcohol education or $100 for substance use treatment; allows fee waivers for indigent participants

• Allows participants to potentially complete one program component to satisfy requirements for the other program if applying for both alcohol and drug intervention programs from the same arrest

• Requires victim notification for serious physical injuries and victim opportunity to be heard before program approval; allows reinstatement up to two times with reduced fees ($250 for alcohol education)

• Effective October 1, 2021, standardizes education and treatment session numbers while eliminating stigmatizing language in the existing alcohol and drug education programs
