Changes the deadline for the commissioner to adopt regulations establishing categories of small community sewerage systems from October 1, 1977 to July 1, 2023.

Increases the capacity threshold for small community sewerage systems and household/small commercial subsurface sewage disposal systems from 7,500 gallons per day to 10,000 gallons per day or less.

Increases the capacity threshold for alternative on-site sewage treatment systems from 5,000 gallons per day to 10,000 gallons per day or less, with jurisdiction delegated to the Commissioner of Public Health.

Requires the Commissioner of Public Health to establish minimum requirements for these systems by July 1, 2023, including requirements related to property activities, changes affecting system installation or operation, and permit issuance procedures.

Clarifies that permits for alternative on-site sewage treatment systems must comply with federal Water Pollution Control Act and Safe Drinking Water Act requirements, and do not constitute approval for planning, zoning, or wetlands requirements.
