Repeals and replaces subsection (a) of section 9-167a of the general statutes effective October 1, 2021, establishing maximum political party representation limits on state and municipal boards, commissions, legislative bodies, and committees.

Sets party membership caps based on total board size: 3 members (max 2 from one party), 4-5 members (max 3-4), 6-8 members (max 4-5), 9 members (max 6), and more than 9 members (max two-thirds of total membership).

Removes exemption for fire districts from minority representation requirements, making fire districts subject to the political party balance rules like other special taxing districts.

Maintains existing exemptions for bodies with geographically-elected members, town meetings, unconsolidated city councils with minority representation provisions, and non-fire districts with annual receipts not exceeding $250,000.

Deletes obsolete language referring to municipal charters or special acts as of January 1, 1987 that previously provided alternative representation provisions.
