Replaces the approval authority for motor vehicle dealership and repair shop licenses from various local boards to the zoning enforcement official of the municipality, who must affirm compliance with zoning regulations.

Requires certificates of approval to be approved by both the local building official and local fire marshal in addition to the zoning enforcement official.

Exempts ownership transfers to immediate family members (spouse, child, brother, sister, or parent) from requiring new certificate approval.

Exempts ownership transfers involving corporations where family members hold controlling interest, and partnership changes involving partner withdrawals from requiring new certificate approval.

Takes effect July 1, 2021 and amends Connecticut General Statutes Section 14-54.
