Requires the Auditors of Public Accounts to audit the Metropolitan District of Hartford County's books and accounts annually, rather than on a biennial basis, effective July 1, 2021.

Establishes a 19-member task force to examine the organization and operations of the Metropolitan District, including review of charter provisions and recommendations for revisions, with a report due to the joint standing committee on planning and development by January 1, 2022.

Removes the Metropolitan District of Hartford County from the definition of "audited agency" under municipal audit requirements, placing it under separate state auditor oversight instead.

Requires the district board of commissioners to adopt, administer and enforce the model code of ethics for municipalities and special districts developed by the State Ethics Commission by January 1, 2022.

Makes technical amendments to bond authorization provisions and clarifies audit submission requirements to the Office of Fiscal Analysis.
