Commissioner of Correction shall provide free voice communication service to all incarcerated persons starting October 1, 2022, with optional supplemental video and email services.

All communication costs to incarcerated persons and those contacting them shall be free of charge; the state may not receive revenue from communication services in correctional facilities.

Communication services cannot replace in-person visitation rights for incarcerated persons.

Executive director of Court Support Services Division shall provide the same free voice communication service to children in juvenile detention facilities, with optional supplemental services, and may not use communications to supplant in-person visits.

Sections 18-81x and 54-105a of general statutes are repealed effective October 1, 2022.
