State Board of Education shall provide professional services to identify, assess, and serve students requiring special education enrolled at technical education and career schools, effective July 1, 2021.

Parents or guardians of students receiving special education at technical schools have the right to hearing and appeal processes under section 10-76h.

Local or regional boards of education must convene a planning and placement team meeting prior to a student's enrollment in a technical school to address transitions and ensure the student's individualized education program reflects required supports and services.

Establishes a task force to study special education provision and funding, including costs per school district, state reimbursement levels, and the effect on school budgets.

Task force consists of 16 members appointed by legislative leaders and the Commissioner of Education, with a report due by January 1, 2022, and the task force terminating by January 1, 2022 at the latest.
