Establishes a working persons with disabilities program under Medicaid to provide medical assistance to disabled individuals who are regularly employed, effective July 1, 2021.

Eliminates income and asset limits by removing the $75,000 annual income cap, $10,000 asset limit for unmarried persons, and $15,000 asset limit for married couples that were previously in effect.

Requires participants to be engaged in substantial and reasonable work effort as determined by the commissioner and permitted by federal law.

Maintains a contribution requirement where countable income exceeding 200% of the federal poverty level must contribute 10% of the excess toward costs, minus health insurance premiums paid, up to the maximum allowed under federal law.

Directs the Commissioner of Social Services to implement policies and procedures through the eRegulations System, with notice of intent to adopt regulations published accordingly.
