Commissioner of Social Services shall collaborate with Commissioners of Mental Health and Addiction Services and Housing to study whether state-contracted human services providers receive disparate payment rates across different regions of the state.

Study must examine payment rates for physical and behavioral health services, and housing and shelter services provided to homeless persons under programs administered by the three commissioners.

Commissioners must report findings and recommendations for rate adjustments to joint standing committees overseeing appropriations, state agency budgets, housing, human services, and public health by November 1, 2021.

Act takes effect upon passage and creates a new section in state statutes.
