Expands the definition of "vulnerable user" to include operators of commercial motor vehicles with garbage compactors, detachable containers, curbside recycling bodies, tank vehicles, mail vehicles, and express delivery vehicles, effective October 1, 2021.

Establishes a penalty of up to $1,000 fine for motor vehicle operators who fail to exercise reasonable care and cause substantial bodily harm, serious physical injury, or death to any vulnerable user on a public way.

Requires drivers overtaking bicycles, electric bicycles, electric scooters, commercial service vehicles, tank vehicles, mail vehicles, express delivery vehicles, or agricultural tractors to maintain a safe distance of not less than three feet.

Adds "agricultural tractor" and "tank vehicle" to the list of defined terms in Connecticut's motor vehicle statutes.

Classifies violations of passing and overtaking provisions as infractions.
