Prohibits dealers registered under Connecticut General Statutes section 21a-415 from selling, offering for sale, displaying, or possessing with intent to sell any flavored electronic nicotine delivery systems or vapor products effective October 1, 2021.

Defines "flavored" as imparting a characterizing flavor including fruit, chocolate, menthol, mint, vanilla, candy, dessert, alcoholic beverage, herb, or spice flavors, but excludes tobacco flavor.

Allows an exception to the flavoring ban for dealers who restrict entry to persons under age 21 and post clear notice of this prohibition on all business entrances.

Establishes civil penalties enforced by the Commissioner of Revenue Services: $300 for first violation, $750 for second violation within 36 months, and $1,000 plus license revocation for a third violation within 36 months.

Amends existing statute 21a-415(a) to update definitions of "authorized owner," "dealer registration," "manufacturer registration," and other related terms for electronic nicotine delivery systems and vapor products.
