Each electric distribution company shall include an explanation for each charge appearing on a customer's bill, effective October 1, 2021.

Bill explanations must itemize each charge individually, including separate itemization for each component of the combined public benefits charge (systems benefit charge, Energy Conservation and Load Management Fund assessment, and Clean Energy Fund assessment).

Each charge explanation must identify the program or entity authorizing that charge.

The act becomes effective July 1, 2021, and creates a new section in Connecticut's general statutes.
