Electric distribution, gas, telephone, and water companies must send text message copies of all written communications to customers' most recent mobile phone numbers, effective July 1, 2021, unless the customer requests otherwise.

Utility companies must use best efforts to obtain current phone numbers from each customer.

Service termination notices for residential dwellings due to nonpayment must be sent by both text message to the customer's mobile phone and first class mail at least 13 calendar days before proposed termination.

If a utility company issues a termination notice but does not terminate before issuing a new bill, it must provide an additional notice either by first class mail (13 days before) or certified mail (7 days before) before terminating service.

If a utility does not terminate service within 120 days after the initial notice, it must provide a new notice at least 13 days before termination, and all termination notices must explain the customer's rights.
