Adds subsection (h) to section 10a-22d allowing the Office of Higher Education executive director to deny renewal of a private occupational school's certificate of authorization if the renewal application is not submitted by the due date or within any authorized extension period.

Failure to submit a timely renewal application may result in loss of authorization under section 10a-22f.

Amends section 10a-22f(a) to add a fifth ground for certificate revocation: failing to submit a complete application for renewal of a certificate of authorization.

Takes effect July 1, 2021.
