Increases University of Connecticut Board of Trustees from 21 to 25 members, including expanding student-elected trustees from 2 to 4 and adding 2 faculty-elected trustees from the University Senate.

Student trustees must be full-time students at time of election, with one undergraduate representative and one representing law, medicine, dentistry, social work, or graduate students, elected on rotating terms beginning July 1, 2022.

Adds 2 faculty trustees elected by University Senate members (on or before November 1, 2021), with at least one being a full-time faculty member, prohibited from attending executive sessions on personnel matters or voting on collective bargaining issues.

Increases Board of Regents for Higher Education from 21 to 23 members, adding 2 student members elected by consensus from the student advisory committee and changing faculty advisory committee representatives from voting to ex-officio, nonvoting members.

Faculty and student representatives on Board of Regents are prohibited from attending executive sessions concerning personnel matters or voting on collective bargaining matters; effective July 1, 2021.
