Removes the exemption that previously allowed peace officers, firefighters, ambulance operators, emergency vehicle operators, and armed forces members to use hand-held mobile phones while driving in their official duties

Prohibits State Police officers working at highway construction sites for private contractors from using mobile telephones while providing police services

State Police at construction sites may only use mobile phones if their radio for communicating with emergency response operators or police departments is inoperative

Maintains existing exemptions for all drivers to use hand-held phones to contact emergency services, and for amateur radio operators to use hand-held radios in emergencies

Takes effect immediately upon passage
